Position Summary
The Director of Programs and Services is a senior leadership role accountable for all programs and client service operations at Noojmowin Teg Health Centre (NTHC). Reporting to the Executive Director, this role ensures program managers and Team Leads are supported and accountable in delivering high-quality, culturally safe, and community-driven services. The Director ensures effective operations across all NTHC locations, monitors performance data (KPIs), and drives continuous improvement. The role works closely with Human Resources (HR) and Finance to align resources and ensure compliance with policy, funding, and accreditation. Guided by the Seven Grandfather Teachings, the Director of Program & Services promotes wholistic health and wellness rooted in Anishinabek culture, traditions, and values.
Key Responsibilities
· Provide leadership and direction to program managers and Team Leads.
· Ensure quality program delivery and client services align with Noojmowin Teg Health Centres’ mission, vision, values, operational and strategic plan.
· Support managers and Team Leads in goal setting, performance measurement, and compliance with funder and accreditation requirements.
· Serve as the link between the Executive Director and all program/service areas, ensuring clear communication and accountability.
· Accountable for effective program planning, delivery, and evaluation across all departments and locations.
· Ensure health professionals, contractors, clinics and staff are accessible, timely, and client/family focused.
· Monitor caseloads, service utilization, and client flow to improve access and efficiency.
· Address and resolve client concerns in a respectful and culturally safe manner.
· Promote integration of programs to maximize efficiency and impact.
· Rooted in cultural safety and best practices in all client and family services.
· Monitor budgets and reporting requirements in collaboration with Finance.
· Partner with HR on recruitment, workforce planning, staff wellness, and professional development.
· Contribute to policy, procedure, and system development to strengthen organizational effectiveness.
· Supervise, mentor, and evaluate program team leads and support staff.
· Foster a workplace culture that reflects the Seven Grandfather Teachings, supporting staff wellness and accountability.
· Build and maintain relationships with First Nations communities and partner organizations.
· Represent NTHC on networks and committees advancing Anishinabek health.
· Ensure compliance with legislation, policies, and accreditation standards.
· Identify and mitigate organizational risks and ensure incident reporting systems are in place.
· Lead collection and analysis of program data and establish key performance indicators across program and service areas.
· Support grant and proposal writing for expanded program services.
· Use data and client feedback to evaluate program effectiveness and inform improvements.
· Other duties as assigned.
Qualifications
· Master’s degree in health administration, Public Health, Nursing, Social Work, or related field; or an equivalent combination of education and leadership experience.
· Minimum 7–10 years of progressive leadership in health, social services, or Anishinaabek organizations, including direct supervision of managers and frontline staff.
· Strong knowledge of Anishinaabek health systems, federal/provincial funding structures, and accreditation standards.
· Demonstrated ability to lead multi-disciplinary teams and manage complex programs across multiple sites.
· Proven strength in leadership, communication, and problem-solving, with the ability to inspire and guide diverse teams.
· Experience in data analysis, program evaluation, and reporting.
· Deep understanding of Anishinabek culture, values, and traditions, with the ability to integrate these into service delivery.
· Valid driver’s license and reliable transportation required.
Assets
· Strong leadership skills and a proven track record of building effective, collaborative teams.
· Lived experience as an Anishinaabe person.
· Proficiency in Anishinaabemowin.
· Experience working with First Nation leadership, health governance, and community partners.
Working Conditions
· Office-based leadership role with regular travel across Manitoulin Island and surrounding areas.
· Flexibility required for evening or weekend meetings and attending community events.
